California Small Business COVID-19 Relief Grant Program Application available until January 13, 2021

The Governor announced the creation of a $500 million COVID Relief Grant for small businesses that have been impacted by COVID and the health and safety restrictions. Funds would be awarded in amounts up to $25,000 to underserved micro and small businesses throughout the state by early 2021. Non-profits would also be eligible for these grants.

  • PLEASE NOTE: This grant is not awarded by a first come, first served process. All applications have until January 13, 2021 to complete and submit their application.

FOUND/LA Small Business Recovery Fund in partnership with Pacific Community Ventures and TMC Community Capital launches a grant program to help protect the local businesses located in LA County.

LA County, Revised Temporary Targeted Safer At Home Health Officer Order, effective December 9, 2020 to at least 11:59pm on December 27, 2020.

As new COVID-19 cases remain at alarming levels and the number of people hospitalized continues to increase, an updated LA County Health Officer Order has been issued effective 11/30/20-12/20/20. ​

LADWP CARES Utility Grant Assistance Program

The Los Angeles Department of Water and Power and the City of Los Angeles are providing assistance for LA City residents experiencing income loss due to the COVID-19 pandemic. 

Low-income LA City residents may be eligible for a 1-time $500 check to help pay for bills such as gas, cellphone, wi-fi, internet and cable television services.

Application is open between November 2 to November 15, 2020 available on the LADWP website. 

Eligibility Requirements
1. You have an active residential LADWP account for an address within the city of Los Angeles.

2. You have proof that you (or a member of your household) have experienced a "loss of income" related to COVID-19 or the city's or state's safer-at-home order AND: 

3. Either of the following: 
 
Your LADWP account is currently enrolled in one of the following:
  • Low Income Discount Program,
  • Lifeline Program,
  • Life Support Equipment Discount, or
  • Physicians Certified Allowance Discount (PCAD) program

  • OR your current income meets LADWP’s Low Income Discount Program qualifications.

Emergency Rental Assistance Program

The Los Angeles Housing and Community Investment Department (HCIDLA) created the Emergency Rental Assistance Subsidy Program to help assist Los Angeles city residents, regardless of immigration status, to provide temporary rent subsidy to those unable to pay rent due to COVID-19 pandemic circumstances.

The subsidy will provide a grant of up to $1,000 per month to cover the monthly lease rent (based on the rent paid as of March 1, 2020), with a maximum of $2,000 per household. The rent subsidy will be paid directly to the tenant’s landlord on the tenant’s behalf.

CA Department of Social Services will release a Disaster Relief Assistance for Immigrants (DRAI)



  • The purpose of the CDSS disaster relief program is to provide one-time financial relief to undocumented adults who are experiencing hardship because of the COVID-19 pandemic but are ineligible for other kinds of relief, such as CARES Act relief payments or unemployment insurance.
  •  This program is a disaster relief payment, not an alternative form of unemployment insurance. Eligible individual applicants can receive up to $500, or up to $1000 for themselves and one other adult in the household.
  • ​Applicants can apply only by phone through designated non-profit organization serving your area. Applicants will be considered on a first come, first served basis. 
  • The DRAI program runs from  Monday, May 18th through June 30th or until funds run out. ​
  • KOREAN Language support available at Asian American Advancing Justice (213) 241-8873, starting from May 18th, Mon - Fri, 9am to 5pm.

 So since the beginning, DPH has shared that if you show symptoms/test positive for coronavirus, you should self-isolate for 7 days, plus 3 days without any symptoms (whichever is longer). That guidance has changed. It is now 10 days of self-isolation, because it has been found that the virus could still be spreading with the old 7 days recommendation. The same thing applies in that you need to be 3 days symptom free, so it could be longer than 10 days. The change can be found here under #4. Also pay attention to the new symptoms listed under #3. http://publichealth.lacounty.gov/media/Coronavirus/docs/about/FAQ.pdf
  • As an example (because I know this day guidance can be confusing), let's say you have both a fever and shaking with chills. You may not be able to get a test, so you should assume you have coronavirus and should self isolate. You need to isolate for 10 days. But let's say you still have a fever on day 8, and it doesn't go away without medication until day 9. You need to continue to isolate until day 12. ​

  • How to navigate the EDD website and Learn about EDD Programs related to COVID-19. 
  • Apply online for the Unemployment Insurance (UI) Application with step-by-step instructions in Korean
  • Get information on Pandemic Unemployment Assistance (PUA) as part of the federal CARES Act. Please note that EDD is currently building a new program for PUA and will begin accepting online applications for this program on ​​Tuesday, April 28.

  • The Mayor announced the launch of the "Angeleno Card" by the Mayor's Fund for Los Angeles. It is not a city program but funded by private donations. The Angeleno Card provides financial assistance for in-need households via no-fee prepaid cards provided by Mastercard’s City Possible network in amounts determined according to the following table:
  • Households must meet all three of the following criteria to be eligible for assistance through the Angeleno Card initiative:
    1. Households in the City of Los Angeles;
    2. Households with total annual incomes that fell below the federal poverty level prior to the COVID-19 crisis; and
    3. Households that have fallen into deeper economic hardship during the crisis because at least one household member has lost a job or experienced a reduction in income of at least 50%.
  • We will not ask for immigration status, nor is it considered in determining eligibility. This initiative is funded by private donations and is not a City program. Any assistance through this fund is not considered a public benefit and is not subject to the Public Charge rule.

Los Angeles issued a new city ordinance for Angelenos to wear non-medical face coverings in public. 

What is a face covering? Is it a mask?
A face covering is not the same thing as a mask.
At this time, you should not be purchasing medical grade masks, which are in short supply. It is extremely important that N95 masks are reserved for those who need them most and have the highest risk of infection, including medical professionals and healthcare workers. It is recommended that Angelenos instead wear cloth face coverings, such as one made with a bandana or scarf, or make your own using fabric. You can follow instructions available online from trusted sources. Any face coverings should be washed after each use.

​These measures will help flatten the curve and save lives.
